Applying from outside the UK? An Administrative Review normally has a 28-day deadline from the date you receive the refusal decision.

UK Student visa Administrative Review

Refused a UK Student visa? First, find out whether the decision can be challenged.

We assess the refusal against your application, your interview record and the Home Office rules and guidance. We accept only selected cases where we identify a genuine, arguable caseworking error.

We assess before charging You do not pay a consultancy fee to find out whether you have a case at all.
We do not accept every refusal Administrative Review is for identifiable Home Office errors, not for every disappointing decision.
The Home Office decides No consultant can guarantee an outcome. Our guarantee covers our fee, not the decision.

Who this is for

Students, and the people advising them

A refusal usually lands on more than one desk. We take assessment requests from the applicant directly, and from the organisation handling their application — provided the student has agreed to their case being shared.

Students and parents

You applied, you were refused, and the letter mentions Administrative Review. Send us the details and we will tell you whether there is a case worth making.

Education agents

Refer a single case or send them as they arise. You keep the student relationship; we look only at the refusal decision and the review.

Counsellors

A second opinion on whether a refusal is arguable, before you advise a student to reapply and pay a second set of fees.

EdTech portals

A specialist route to offer applicants whose UK visa has been refused, without building refusal expertise in house.

Universities and colleges

Where a refusal risks losing a confirmed enrolment, an early assessment tells you whether the place can realistically be saved for the intake.

Not sure if it applies?

The assessment is free and we will say plainly if there is nothing to challenge. That answer is worth having before you spend on a fresh application.

Whoever makes contact, the terms are the same and are set out in full below: a free assessment, acceptance only where we find an arguable error, and the consultancy fee refunded if the refusal is not overturned.

What Administrative Review is for

A review of the decision, not a second application

An Administrative Review asks a different Home Office decision-maker to check whether the original decision contained a caseworking error. The strongest cases point to a specific rule, a published policy, or a part of the existing record that was applied incorrectly.

It may be appropriate where

  • The refusal misstates or overlooks an answer you gave during the credibility interview.
  • The decision applies a requirement not found in the Immigration Rules or guidance.
  • Evidence submitted with the original application was misunderstood or assessed incorrectly.
  • The decision-maker did not follow relevant published Home Office guidance.

It is usually not appropriate where

  • You disagree with the conclusion but cannot identify a caseworking error.
  • You want to repair a weak application with documents that were never submitted.
  • You have already made a new visa application since the refusal.
  • The decision letter gives no right to Administrative Review.

Our process

We decide whether to take the case before you pay

The assessment is deliberately selective. That is what stops applicants spending money on a review with no proper legal or evidential basis.

1

Send the details

Complete the short form. We then ask for the refusal letter and the relevant parts of your visa file.

2

We assess the record

We compare the refusal against the application, the documents, your interview account and the applicable Home Office material.

3

Acceptance decision

If we find a realistic ground of challenge, we set out the scope, the fee and the documents needed before any work begins.

4

Grounds prepared

After payment and written instructions, we prepare focused grounds and assist with submission inside the deadline.

Fees and refund

Clear terms before the work starts

The initial assessment is free. If we accept your case, the PKR 50,000 consultancy fee is paid in advance. The Home Office charges its own separate fee for an Administrative Review, and that is paid by you.

What "win" means here: the Home Office withdraws or overturns the original refusal because of the Administrative Review, including where the case is returned to it for reconsideration. If the refusal is maintained, the PKR 50,000 is returned in full, without deduction.
Money-back guarantee PKR 50,000 consultancy fee
Before acceptance

Free assessment. No consultancy fee is payable.

Case accepted

PKR 50,000 payable in advance, before drafting and submission work begins.

Refusal maintained

Refunded in full, without deduction — provided you followed the agreed process and did not withdraw, or cause the withdrawal of, the review.

Home Office fee

Paid separately by you. Whether it is refundable is controlled by Home Office rules alone and is not part of our guarantee.

For education partners

A specialist review route for your refused UK students

Education agents, counsellors, EdTech portals and universities can refer individual cases for an independent initial assessment. You stay the student's main education contact; we look only at the refusal decision and the review.

Questions

UK Student visa Administrative Review

What is a UK visa Administrative Review?
A Home Office process for checking whether an eligible immigration decision was wrong because of a caseworking error. It is not a court appeal, and it is not a fresh Student visa application.
How long do I have to apply from Pakistan?
An applicant outside the UK normally has 28 calendar days from the date they receive the refusal. Your decision letter confirms whether a review is available and what deadline applies to you. Contact us immediately if yours is close.
Can I submit new documents with the review?
Usually not. New evidence is allowed only in limited circumstances. A review normally examines the application and the evidence that were already in front of the original decision-maker.
How does the no win, no fee guarantee work?
For an accepted case, the PKR 50,000 fee is paid before work begins. A win is where the Home Office withdraws or overturns the original refusal following the review, including where the case is returned for reconsideration. If the refusal is maintained, the fee is refunded in full without deduction, provided you followed the agreed process and did not withdraw, or cause the withdrawal of, the review. The Home Office charges its own fee separately, and that is not covered by our guarantee.
Does accepting my case mean the visa will be approved?
No. Acceptance means we believe there is a realistic ground for review. Only the Home Office can decide the review and any later visa outcome.

Have you submitted another UK visa application since this refusal?

No payment is requested at the assessment stage.

Important: Opicka Consultant is an education consultancy based in Lahore, Pakistan. We are not the UK Home Office and we do not make visa decisions. Availability, deadlines, evidence rules, government fees and outcomes are all controlled by UK immigration rules and by your decision letter. Nothing on this page guarantees that a case will be accepted or approved. Making a new visa application while a review is pending can cause the review to be withdrawn.
